According to the 2010 Census data, the City's council member districts are not of sufficiently equal population and must be redrawn in order to comply with the "one-person, one-vote" principle established by the U.S. Constitution.

The Rockport City Council held a public hearing on Tuesday, September 13, 2011 to solicit comments from the public on the proposed plan. The City Council also heard comments at the Tuesday, September 27, 2011 City Council Workshop & Regular Meetings. Final adoption of the plan was conducted at the September 27, 2011 City Council Meeting.

The City has submitted the Redistricting Plan to the Department of Justice and Notice of that submittal has been posted on the City's website and bulletin board used for posting of City Council Meetings.

A complete duplicate copy of the preclearance submission is available for public review at City Hall during regular business hours. In addition to the submission letter the following Exhibits are available:
